To give you some idea about who Jacob Zuma is, he is the 71 year old president of South Africa. He has never received any formal schooling and has previously been charged with rape and corruption before his rise to power.
Many feel that he isn't fit to lead South Africa for multiple reasons. Most of them relating to him being considered as an anti intellectual or to him not being an "academic." One of the most recent reasons is that he doesn't read. I know, but as absurd as it sounds the acusation is that he is unfit to lead a country because he doesn't read (and it's not because he can't). Don't get me wrong, he should read more (especially considering his lack of education), but the fact that he doesn't doesn't make him unfit to lead.
There are plenty of other reasons that are far more justifiable (such as his lack of education) that could declare him unfit to lead. But I'm not saying that being an academic makes you a better leader than one who isn't (just look at the Zimbabwean dictator, Robert Mugabe). To conclude I have to say that him not reading on a regular basis isn't a good enough reason to label him a bad leader, but there are plenty of others that are.
